Message:

Apply fix from MirBSD OpenNTPD, committed upstream and integrated in
my wtf.deb repository as well: if receiving an NTP packet which is
neither a client nor a symmetric-active packet, such as broadcast,
ignore it instead of responding with a symmetric-passive packet
