Message:

revert the broken part of r301

for now, tools and toolchain don't use special subdir for WRKDIR
until they're converted to use the same variable names like the
packages (in fact there shall not be a difference whether a thing
is a package, tool or toolchain part, they should all look the same)

too hot to do that now tho
